Mara Ginsberg is a member of the Firm’s Government Relations Department with a focus on Health Care, including Women's Wellness, Education, Technology and Procurement. Ms. Ginsberg has a tremendous amount of legal experience spanning twenty-five years.

Ms. Ginsberg served as Vice President of Government Affairs for AmeriChoice of New York & UnitedHealthcare of New York where she led legislative and regulatory health policy for this Medicaid managed care company.

She also served as Counsel for the NYS Office of Cyber Security & Critical Infrastructure Coordination and as Deputy Director and Counsel for the NYS Office for Technology where she directed legislative programs and was extensively involved in procurement including negotiating contracts with technology and security companies in excess of one million dollars. In the 2005 legislative session Ms. Ginsberg negotiated the New York Information Security Breach and Notification Act, which was signed into law on August 9, 2005. Additionally, to forge collaboration and information sharing among and between states, Ms. Ginsberg spearheaded a national legal work group involving public and private attorneys for cyber security related issues. Currently, all 50 states have signed an agreement for confidential information sharing.

Ms. Ginsberg also served as an Assistant Attorney General in the Appeals Bureau where she handled appeals for state agencies such as the Department of Health and the State Education Department. Ms. Ginsberg has been involved in education on a number of fronts. She served in the NYS Education Department, where she negotiated school district State Aid formulas and drafted decisions for the Commissioner of Education. Other education related positions include NYS School Boards Association and an adjunct professor at the College of St. Rose in the Education Administration program. Ms. Ginsberg also served as the Deputy Counsel for the NYS Commission of Correction. Additionally, Ms. Ginsberg has a strong commitment to Alternative Dispute Resolution having been a mediator for the United States Equal Employment Opportunity Commission and a hearing officer for the NYS Education Department’s Bureau of Teacher Certification and the NYS Office for Special Education.

Ms. Ginsberg is deeply involved in community relations. In 1998, Ms. Ginsberg founded and continues to be President of To Life!; a nonprofit organization in the Capital Region providing comprehensive educational programs and support services relating to breast cancer and women’s health. As founder and President, Ms. Ginsberg provides vision and direction for the organization, represents To Life! in legislative matters, and supervises the organization’s fundraising efforts. She has been recognized locally and nationally as both a community leader and as an expert resource for consumer driven health care improvement.

Ms. Ginsberg is currently affiliated with the NYS Governor’s Advisory Council for Breast Cancer Education and Research, Advisory Review Panel for Pesticide Information Release and the United States Department of Defense as a Consumer Grant Reviewer.

Ms. Ginsberg has been the recipient of several awards including Business and Professional Woman of the Year; Hadassah Capital District’s “Women Inspiring Hope and Possibility”; Yoplait, Self Magazine and Susan Komen National Award- 25 Champions; NYS Governor Pataki’s Women’s History Month honoree; Bethlehem Chamber of Commerce, Citizen of the Year; Albany-Colonie Regional Chamber of Commerce’s 100 Women of Excellence; Greater Capital Region Business and Professional Women's Organization, Woman of the Year; New York State Innovation in Breast Cancer Research and Education Award for To Life!; American Institute for Public Service- finalist Thomas Jefferson award; Susan G. Komen Foundation, Local Hero Award and Albany Race for the Cure, Susan G. Komen Affiliate, You Can Make a Difference Award.

Ms. Ginsberg currently serves as a Board Member of the Empire State Youth Orchestra and the United Jewish Federation. She’s also an appointed committee member of the New York State Bar Association’s Committees on Attorneys in Public Service and Cyber Space Law.
